It seems it only favors the "rich", although that is what you get with Republicans.

The house can pass their fantasy bill because republicans love to be on record voting for fantasies.

The senate will then try to make something slightly less horrible out of it and the house will largely agree to that after a conference committee.

It all comes down to a few republicans in the senate....

But they've got to pass something that includes a tax cut for the rich. Their big donors will raising hell if they don't.
