Regulate heavily the sale of new and existing firearms, require the registration of existing ones, and have massive penalties for anyone who doesn't register and gets caught.

It will take a generation to see change, although declines in murder and suicide will begin almost immediately. That "it takes a long time" doesn't mean it's not a worthwhile endeavor.
