Do I have this correct about the Texas church shooter?

Devin Kelly was leaving the building, no longer in the act of firing when the other citizen, Stephen Willeford shot him? Is that correct?

If so, why are people saying Willeford saved lives? Kelly's massacre was complete.

None of that fits the insane “guns save lives” argument/gymnastic feat, though, so it doesn’t get said.

It seems that unless there's some indication one way or another about whether the shitstain was ready to stop, both arguments are pure supposition.
