Most he might do is present information to Congress so that they may determine whether to impeach or not.

I think the groundwork is being layed for early stage dementia as his escape route.
Personally, I think he's just mean and has a personality disorder. As people with those issues get older it gets worse. But in no way do I think he has dementia.
