Article I, Section 9 of the US Constitution very clearly says, "No Tax or Duty shall be laid on Articles exported from any State."

There are quite a few Supreme Court cases that clarify the status of non-state territories in regard to things like this: non-state entities like Puerto Rico and Washington, DC, have the same legal status as states in things like driver licensing, enlistment in the military and so on - and it should count here too.
