Sure it's possible, and maybe not. Preet is always careful with his words. It doesn't matter the charge, it matters the plea and his cooperation with the Mueller team.

Let it ride, we will find out in time. Maybe NSA doesn't want it out there on how that info was gathered.

I think it's down to secrecy. With all these idiotic attempts to discredit the investigation, it behooves Mueller to keep an extremely tight ship. But even if it is the second option (this is all they can charge him with), Bharara said that it could have to do with wanting to take down the bigger fish more quickly. I'm ok with that option if that truly is the reason.
