Here iis novel Idea, since we have so much revenue that u want to cut taxes, hows abt we use that revenue to pay down National Debt rather than tax cuts????????

Now u know why the GOP has never submitted a balance budget.

(a) The Republicans adhere to strict rules about how a president should handle the economy, foreign relations, domestic relations, the budget, diplomacy, etc., and how he should comport himself when acting as POTUS.

(b) None of the rules cited in (a) apply to Republicans.

Only one administration in modern times has run a surplus and that was against the wishes of every republican congressman alive. It started as the Omnibus Budget Reconciliation Act of 1993, under Democratic President Bill Clinton. It resulted in the entire national debt being paid down to $0.00 in 2009.*

* Only it didn't happen, because instead of remaining on track to do that, America elected George W. Bush who took $4.8T in built in surpluses and turned it into the Great Recession of 2007 - 2009, straddling our nation with $10.8T in total public debt.
