Why hasn't there been a counterattack against the Russian Twitterbots?

A search of the name "Mueller" on Twitter yields a fast moving feed of almost entirely proTrump bot spam. No way to know if their all Russian, but it doesn't matter.

What I don't understand is why no one has set up a pro-Truth bot spam army. Does anyone here know what has prevented it?

First the Russians (Putin I think) realized they were in the dark ages of technology and losing ground fast even several years after the Soviet Union collapsed. They put considerable resources into recruitment and training. Then they weaponized part of the program or the talent was available for someone else to do it.

In the US, correct me if I'm wrong, the talent we had started getter busted so the went underground. Snowden drove a lot of people into hiding too. We can't recruit the actual talent we need (though we do have some people on this) because they don't trust poking their heads back up.

But to my question, this is an international problem, why hasn't someone, anywhere created truth bots?
