Is Mark Dayton already hamstringing our chances to hold on to Frankens seat?

Should Franken resign Steve Kornacki on MSNBC reports he will appoint a caretaker who will agree not to run in the November 2018 special election for the remaining 2 years of Franken’s term.

My question: why?

but assuming this is true, it might be a delaying tactic to find a strong candidate who wants to do it and could be ready to run in 2018.
