This is so ridiculous. There doesn't need to be something more to the Trent Franks story for it

to be the most horrific story I have ever heard about misconduct by a member of congress.

It is not OK for an employer to ask his employees to become surrogates for him so that he can have another child. It is way beyond not OK.

It doesn't matter if he didn't ask them for sex. What he did was terrible in its own right. There is no need to wait for another shoe to drop.
