with the creation of the Interstate Commerce Commission. Because the railroads were viewed as a natural monopoly, the ICC would set rates through regulation. Lincoln didn't cut any federal regulations during his administration because there weren't any.

10. About regulations:

Our country was basically born without regulations. Nowhere in the Constitution does it say what we "cannot" do..
Then, as businesses became corrupt and were stealing from people, we instituted regulations to perotect citizens in the form of regulations. This was made a necessity by the unmitigated assault on the citizenry.
Eliminating them in this day and age is just painting a target on people's backs for the benefit of the rich and piwerful.
