McConnell isn't "refusing" to seat Jones -- the rules don't allow Jones to be seated yet.
Example: Scott Brown won a special Senate election on January 19, 2010. But he wasn't sworn in until February 4, 2010. Because that's when the election outcome was certified to the Senate.

(15,412 posts)Say Moore had won and we had a majority in the Senate with a bill important to us coming up. I'd stall. Just like I would if Trump appointed someone to the Supreme Court in early 2020. I'd stall until after the election.

(11,843 posts)But the Alabama Secretary of State, said some counties will likely be late. (wonder which ones?) That would delay certification past Dec 26, when the Senate is not in session, other than pro forma recess busting. So there is likely no way that Jones is seated until into 2018, regardless of the Turtle playing any games.
