College trustees vote for union-friendly pact

EL CAJON The Grossmont-Cuyamaca Community College District governing board went back on a promise it made three years ago and voted 3-0 Tuesday night to negotiate a project labor agreement with the San Diego Building and Construction Trades Council for work funded by the 2012 Proposition V bond measure. Trustees Bill Garrett and Edwin Hiel abstained.
A project labor agreement, or PLA, would require contractors who win bids for construction work funded by the $398 million bond measure to operate under union rules. Such agreements often set standards for wages, local hiring and benefits for workers who are required to pay union dues regardless of whether they are union members.
Theresa Andrews, interim president and CEO of the San Diego County Taxpayers Association, said the decision stains the districts record. The district said it would not adopt a PLA when it was seeking the groups endorsement in 2012. The associations board will vote Friday to revoke its support for the bond measure a first in its 70-year history, Andrews said.
