Abortion fight threatens Collins deal, risks shutdown

A new fight over abortion has thrown a late obstacle into negotiations on the year-end stopgap spending deal days before a possible government shutdown. House Republicans say two ObamaCare measures that Senate GOP leaders are expected to attach to the stopgap as part of a deal with Sen. Susan Collins (R-Maine) must include Hyde Amendment language prohibiting the use of federal funds for abortion.

It would be a “stone cold non-starter” for many House Republicans to vote for the stopgap that does not includes the ObamaCare measures without the abortion restrictions, said one House GOP appropriations aide.

“It won’t pass the House if you don’t have Hyde protections,” said House Energy and Commerce Committee Chairman Greg Walden (R-Ore.) But Democrats oppose including the language, which they see as an expansion of the existing Hyde Amendment. They argue including the language could discourage private insurers from covering abortions, and insist they won’t back the stopgap if it is added.

Senate Democratic Leader Charles Schumer (N.Y.) said Tuesday that adding Hyde language would “kill it altogether.”

The provisions to be added are the best we are likely to get to keep ACA working. One is subsidies the other is a catastophic insurance that will allow insurance companies to keep rates lower as there is a fund that covers the sickest people. (The latter was in ACA and Macro Rubio killed it by sneaking in a provision. )

This is a replay of the whole Bart Stupak problem where we nearly lost having ACA because a small group of Democrats were concerned about abortion - even though the federal government via the Hyde act will not pay for abortions. IT ALREADY IS LAW.

Here, I understand the concern, but these provisions might mean ACA working or not working. It seems like they should work as hard as they can to get acceptable language to both.

Military and dhs for example. That's why they want to extend these for a year and are offering sweeteners to pass it. Then, they will let everything else shut down. They can keep the bit's and pieces they want running by moving excess money around. Previously, Obama spread that money out accross all agencies, then used what was left for "critical staffing" only.

The gop won't do that. They will shutter entire departments like the epa, until they can force a threadbare budget through. They don't really care if the EPA, or DOE, or FCC, or NOAA, or a dozen other agencies ever re-open.

They have a bathtub, they have a baby, and they have locked the door. They will just keep the gov under water until it can't breathe any more.

We can't let them have funding for their cattle without funding for our families.

what they would do about USDA--gotta keep the welfare payouts coming for puke voting farmers, i.e. crop subsidies and loss payments.
