From top to bottom, Trump's White House churns through staff: report

WASHINGTON (Reuters) - Forty percent of the staff members who were working a year ago in U.S. President Donald Trumps White House have since left for other jobs, a new report shows, providing a snapshot of the chaos among Trumps closest subordinates.
At all levels of seniority and pay levels, Trump staff churn has exceeded that of the executive office of former President Barack Obama, with a noticeably larger turnover among top aides, according to an annual report on the White House payroll released late on Friday and reviewed by Reuters.
In the top tier of staff, Trumps White House has so far had the highest turnover of any modern administration, said Martha Kumar, a Towson University political scientist emeritus.
That hurts Trumps ability to advance his policies in coordination with outside allies, said Kumar, director of the White House Transition Project, who has kept track of the turnover since the Reagan administration.

When I was a supervisor or manager, if I had burned through 40% of my staff I would have been fired.

1) Grifters, they started looking for new jobs as soon as they were hired because they could put "White House Staff" on their resume
2) Incompetent. They never should have been hired, but got a job through connections and quickly exposed their incompetence.
3) Frustrated. They thought they'd get to advance policies and ideas and quickly found out they were basically clerks in a circus.
So who is left? Those not smart enough to get out, not dumb enough to get fired, and unambitious enough to just get a check and watch the circus.

4) Outright Crook (as opposed to grifter): Serving a sentence for crimes committed as a Federal employee.
