Senate GOP, White House to meet on avoiding October shutdown

Top Senate Republicans and members of the Trump administration will sit down Tuesday as they turn their attention to how to avoid a government shutdown starting on Oct. 1.

Senate Appropriations Committee Chairman Richard Shelby (R-Ala.) and Majority Leader Mitch McConnell (R-Ky.) will meet in the Capitol with acting chief of staff Mick Mulvaney, Treasury Secretary Steven Mnuchin and Office of Management and Budget Director Russell Vought.

Shelby said the "goal" of the talks was to get a deal to allow the Appropriations Committee to start moving government funding bills. Lawmakers have to pass 12 appropriations bills, either individually or as part of a package, if they want to avoid a shutdown. So far the committee has passed none.

McConnell had initially indicated he thought a deal could come together quickly, but Schumer acknowledged that they were still far apart on the top line number for nondefense spending, a major priority for Democrats.

So it looks like he is talking to the wrong people.

And what is he going to propose regarding funding for the wall that even his GOP Senators don't like. Will he poison the well with that once again? Or will he just declare a grand emergency and bypass Congress once again?

for a "shutdown" for not accepting the Senate GOP poison.

The Senate generally "tacks on" their appropriations drafts as amendments to some House-passed bill that they have in their possession, and then sends that back over to the House for consideration (so the money bill will appear to have "originated in the House" ). Usually the House considers that DOA so it always ends up that they have to go to conference to reconcile the actual House version and a Senate version to create a single version in order to have both chambers vote on the same bill language.
