Israel Elections Results Based On Counted Ballots - 12.53 P.M.

The Central Election Committee (CEC) published the first results based on counted votes. At 12.53 p.m., 4,034,847 votes had been counted – or 63.10% of the ballots cast.

With 90.4% of the votes from Tuesday's elections counted, Blue and White stands at 32 seats and Likud at 31 seats, with Blue and White leading by a narrow margin over Likud, according to Channel 13. It is important to note that these are still not the final results.

The current official results according to the CEC (with mandates according to Channel 13):

Blue and White: 25.66% (32 seats)
Likud: 25.03% (31)
The Joint List: 10.71% (13)
Shas: 7.56% (9)
Yisrael Beytenu: 7.11% (9)
UTJ: 6.25% (8)
Yemina: 5.73% (7)
Labor-Gesher: 4.81% (6)
Democratic Union: 4.30% (5)
Otzma Yehudit: 1.87% (did not pass the electoral threshold of 3.25%)

as I understand it, is the party of Israeli Arabs. Nearly 11% and 3rd in the voting seems impressive to me.

3. So Netenyahu's Likud is in second place - good.

Unfortunately, in a parliamentary system, if he can form a coalition to get over 50% of the seats in the Knesset, he can still retain power. Blue and White will have the opportunity to try form a coalition since they have the highest number of seats, but the party was already created this year as a coalition of (I believe) 4 smaller parties. They'll need another 29 seats to hold power.

4. Which parties will ally with who?

Any chance Blue and White can get the winning coalition and end Netanyahu's reign?

Some news outlets are reporting that the closeness of this race is enough to end Netanyahu's power and influence since he doesn't have a clear mandate from the voters.

6. Yisrael Beytenu is the kingmaker still from the current results

They broke out of Netanyahu's coalition after the last election which is what brought this election. The results are virtually the same as the last time, and Beytenu is demanding a unity government with blue and white and likud. Netanyahu has so far seemed to resist calls for that: claiming he can somehow still form a government -even though that's impossible without beytenu. I imagine that blue and white will attempt to go for the unity government with likud, and if likud refuses, they will just do a coalition without them.
