HONOLULU President Donald Trump is raising a large chunk of the money for his border wall with Mexico by deferring several military construction projects slated for Guam, a strategic hub for U.S. forces in the Pacific.
This may disrupt plans to move Marines to Guam from Japan and to modernize munitions storage for the Air Force.
About 7% of the funds for the $3.6 billion wall are being diverted from eight projects in the U.S. territory, a key spot in the U.S. militarys efforts to deter North Korea and counter Chinas growing military.
The administration has vowed its only delaying the spending, not canceling it. But Democrats in Congress, outraged over Trumps use of an emergency order for the wall, have promised they wont approve money to revive the projects.
The fact is, by literally taking that money after it had been put in place and using it for something else, you now put those projects in jeopardy, said Carl Baker, executive director of Pacific Forum, a Honolulu-based foreign policy think tank.

(3,495 posts)Guam sits on the Marian Trench near the deepest part of the world's ocean. While not volcanically active, the island was built up through volcanic and tectonic plate accretion processes and has some terrain to it. Like many shore-line communities, however, the highest land values are associated with beach-front properties so a modest rise in sea levels won't make the island uninhabitable, it will just claim/damage some of the island's most highly assessed properties.
Guam was the last US territory (with population) to be occupied by a foreign power. Guam was attacked by Japan on the same day it attacked Hawaii. It's garrison surrender within a couple of days to the Japanese army with only minimal resistance; the Marine units were small with some new local recruits supplementing their numbers. The US had anticipated Japan's attack and had pretty much starved the island's defenses to keep losses to a minimum. Surrendered units were transferred to the Philippines. My father's family was part of the local population put under Japanese occupation forces; my grandmother said the Japanese Naval troops were OK but bad things happened once the island was transferred to the Japanese Army. My grandfather and oldest uncle were separated from their family and used as forced labor. The people of Guam were subject to the same treatment as occupied China. It was bad. Liberation day is celebrated every year marking the return of US troops on 21 July 1944.

Instead of embracing our citizens, friends, and allies beyond the 48 states, our president alienates them because he couldnt pick them out on a world map. Im also guessing theres no tacky Trump hotel on Guam polluting the island with its gaudy presence.
