Italy and South Korea virus outbreaks reveal disparity in deaths and tactics

MILAN/SEOUL (Reuters) - In Italy, millions are locked down and more than 800 people have died from the coronavirus. In South Korea, hit by the disease at about the same time, only a few thousand are quarantined and 67 people have died. As the virus courses through the world, the story of two outbreaks illustrates a coming problem for countries now grappling with an explosion in cases.

It’s impractical to test every potential patient, but unless the authorities can find a way to see how widespread infection is, their best answer is lockdown.

Italy started out testing widely, then narrowed the focus so that now, the authorities don’t have to process hundreds of thousands of tests. But there’s a trade-off: They can’t see what’s coming and are trying to curb the movements of the country’s entire population of 60 million people to contain the disease. Even Pope Francis, who has a cold and delivered his Sunday blessing over the internet from inside the Vatican, said he felt “caged in the library.”

Thousands of miles away in South Korea, authorities have a different response to a similar-sized outbreak. They are testing hundreds of thousands of people for infections and tracking potential carriers like detectives, using cell phone and satellite technology.

Does anyone know if this would be legal in Italy? OneCrazyDiamond Mar 2020 #3
Legality is not that important, when it comes to "life and death" issues such as this. Stuart G Mar 2020 #4

..What a comparison: South Korea and Italy. And their response to the virus.

...South Korea..... 64 deaths. ... Nationwide testing since beginning of outbreak
...Italy...............800 deaths.... Lack of testing for many reasons.

Population of South Korea..............51,000,000
Population of Italy.........................60,000,000

think about the consequences of the above numbers for the world and the U.S.A.

This one post says it all....what a comparison..
Thank You again for the post... to........turbinetree

A question & an answer people may ask....Why the difference?
..Answer...South Korea is very close to China, and has had a lot of news about this, and much contact with China.....(please look at the map)
.........Italy is not close to China, and the news about an outbreak in China is not as important as it is in South Korea which is very close to China. (see map) Consequently, the South Korean government sees the threat far more than the Italian government. Conclusion: Early Testing reduces deaths

And guess what government of another country followed the Italian plan, and not the Korean plan?.....
...I think we all know that answer....

"tracking potential carriers like detectives, using cell phone and satellite technology."

I have doubts that would pass our legal system in any timely manner.

..Yes, I know that is not our kind of thinking. But, think about the "consequences" of waiting and not tracking potential carriers?

...This is a question of ..."life and death"
... We must use everything to prevent "death"...

....How about the death of your closest friends or children? That puts it all into perspective. Would you want to wait for the legality of the issue, or want testing now to save lives?

The laws are very important to civil society, and matter most in times of life and death. Otherwise there is no authority to manage a crisis.
