Civilian evacuation delayed as Ukraine accuses Russia of breaching agreement to pause fire

Ukrainian authorities halted evacuations from the besieged city of Mariupol on Saturday, accusing Russian forces of breaching an agreement to pause fire and give civilians safe passage out.

The Russian Ministry of Defense said earlier on Saturday it would stop bombarding Mariupol and another southeastern city, Volnovakha, which have endured days of heavy, indiscriminate shelling.

Residents there have hunkered down in basements without power and with limited supplies of food and water, volunteers gathering information from the ground told CNN.

"Due to the fact that the Russians are not observing the ceasefire regime and continue shelling Mariupol and its outskirts, the evacuation of the population has been postponed for security reasons," governor of the Donetsk region, Pavlo Kyrylenko, announced on Twitter.

LVIV, UKRAINE -- A limited ceasefire that Russia declared to allow civilians to evacuate two cities in Ukraine quickly fell apart Saturday, and Ukrainian officials blamed Russian shelling for blocking the promised safe passage as Moscow tightened its grip on the southern coast and residents raced to escape areas not under siege.

The Russian Defence ministry said it had agreed on evacuation routes with Ukrainian forces for Mariupol, a strategic port in the southeast, and the eastern city of Volnovakha. The two cities have been under attack for days, producing scenes of desperation, destruction and death that mirrored those elsewhere from the war in Ukraine.

The struggle to enforce the ceasefire showed the fragility of efforts to stop fighting across Ukraine as the number of people fleeing the country reached 1.4 million on the 10th day after Russian forces invaded its neigbour.

Czechoslovakia, as well as Poland. Violated an agreement before the ink was dry.

Putin cannot be trusted at all.

He uses it to appear he is more reasonable than he is. This gives him opportunity in two ways: PR, and an opening to use his forces in surprise moves.
