Zelensky calls for Russian expulsion from UN Security Council
Source: The Hill
Ukrainian President Volodymyr Zelensky in a dramatic video appearance at the United Nations called on the body to remove Russia from the Security Council days after evidence circulated of executions and other atrocities committed by Russian troops in his country.
Zelensky said Russia should be removed from its place as a permanent member of the Security Council, where it holds veto power, arguing that it was time to reform the global peace-keeping body.
We are dealing with a state that is turning the veto [in] the U.N. Security Council into the right to die, Zelensky said in his remarks. This undermines the whole architecture of global security and allows them to go unpunished.
The main thing is today, its time to transform the system, the United Nations, he told the Security Council.

Can we do that?

(2,391 posts)By everyone, including us (most particularly/egregiously when it comes to protecting Israel from resolutions declaring it a human rights violator, etc.). Having any one of the five, permanent members with single-power veto was a bad idea.
And my understanding is that no, we can't remove them from the UNSC: It would take a complete redo of the entire UN charter to remake the security council. That would mean, new multinational treaty negotiations, signatories, etc, and then you'd have to get it past the Senate. I wish you GFL with that. I don't see getting 17 GOPQ-balls to sign on to a new UN charter that excludes Russia, since most of them seem to be on Putin's payroll.

(26,334 posts)with an included provision of a vote to expel them dependent on a few things.
First would be the findings of an investigation.
Followed by Russians response to it should it find evidence of war crimes.
Finally by Russia reaction to it as in it refuses to turn the accused over for trial.

(1,851 posts)My limited googling of UN rules suggests that no changes to the UN charter nor changes to the permanent members of the security council can occur without unanimous consent of the current permanent members.
But ... there's nothing (in theory) preventing the UN members from walking away from the "UN" and forming a "UN 2.0" without the ridiculous "permanent members" powers afflicting the current UN.
Imagine a UN 2.0 that could actually prevent conflicts without having to get unanimous consent of the historical winners of WW-II.
Offhand I can't think of a single instance where a veto of the security council was actually a good thing.
The world is amazingly united against Russia -- the time is ripe for major change.

(4,497 posts)The USSR was appointed to the council, not Russia. Russia is the former Russia Soviet Socialist Republic. As such the UN Assembly can, by majority vote, confirm this to be such and remove Russia from the security council.

It would as if the US broke up, and only Texas or California then was given a seat.
