Michael Flynn cited for unauthorized foreign payments
Source: Washington Post
Michael Flynn, the retired Army general and onetime adviser to President Donald Trump, was cited by the Defense Department inspector general for failing to disclose lucrative speaking engagements and other business arrangements with foreign entities, prompting the U.S. government to pursue tens of thousands of dollars in penalties against him, according to documents.
Investigators determined that Flynn received nearly $450,000 from Turkish and Russian interests in 2015, including for an appearance in Moscow alongside President Vladimir Putin, but found no records that he had sought government approval beforehand. Their findings are detailed in a January 2021 memo to the Army released through the Freedom of Information Act on Thursday.
The Army notified Flynn in a May 2 letter, obtained by The Washington Post, that it would seek to recoup $38,557.06 from him, zeroing in on money and in-kind compensation he received for a gala dinner celebrating the 10th anniversary of RT, the Kremlin-run news agency. Putin sat beside Flynn at the event and later told NBC News that he didnt even really talk to him. Flynn did not respond to a phone call and emails seeking comment.
Craig R. Schmauder, an Army lawyer, wrote in the letter that Flynns failure to obtain the approvals of the Secretary of the Army and the Secretary of State resulted in a violation of the Emoluments Clause, a provision of the U.S. Constitution that prohibits retired military personnel from receiving money from foreign governments without prior authorization. When there is a finding that a military retiree has violated the Emoluments Clause, the United States Government may pursue a debt collection, Schmauder wrote to Flynn.

By STEPHEN BRAUN
WASHINGTON (AP) A whistleblower has told House Democrats that during President Donald Trump's inauguration speech, national security adviser Michael Flynn texted a former business associate to say a private nuclear reactor plan Flynn had lobbied for would also have his support in the White House.
As the whistleblower chatted with Flynn's associate at an Inauguration Day celebration on Jan. 20, Flynn sent text messages saying the associate's nuclear proposal was "good to go," the whistleblower said. According to the whistleblower, Flynn also informed the associate that his business partners could move forward with their project, which aimed to construct a network of nuclear reactors across the Mideast with support from Russian and other international interests.
While Flynn's agreement last week to plead guilty and cooperate with special counsel Robert Mueller's investigation largely insulates the retired lieutenant general from further legal jeopardy, the whistleblower's allegations raise new concerns about the extent to which Flynn may have blurred his private and public interests during his brief stint inside the White House. Trump fired Flynn in February, saying he had misled Vice President Mike Pence and others about his contacts with Russia's ambassador to the U.S.
Maryland Rep. Elijah Cummings, the ranking Democrat on the House Committee on Oversight and Government Reform, said Wednesday that the whistleblower's allegations raise concerns that Flynn improperly aided the nuclear project after joining the White House as one of Trump's top national security officials. The project has yet to get off the ground.
Cummings detailed the whistleblower's allegations in a letter to House Oversight chairman Trey Gowdy, R-South Carolina, and urged Gowdy to authorize subpoenas to Flynn and his business associates to learn more about his efforts to aid the proposal. Gowdy did not immediately respond to Associated Press requests for comment but previously has referred letters from House Democrats about Flynn to Mueller's inquiry.
Flynn had been a paid consultant for the venture before he joined the Trump campaign last year. The plan, backed by a group of investors, nuclear power adherents and former U.S. military officers, was to construct dozens of nuclear reactors across the Mideast working with Russian and other international private interests.

(70,516 posts)In 2013 he was "flipped" by Putin as he was visiting Moscow.
In 2014 he was fired as the National Security Director by President Obama for not
giving any warning about Russia's invasion of the Crimea after which he moved to
Russia for a period of time and came back to America to work on Trump's campaign.
In 2015 & 2016 he was in contact with Russian intelligence agents and up to Feb.
2017 he was busy setting up "back channel" communications between Trump and
Russia. This had something to do Erik Prince too.
In 2018 a federal judge called him a traitor to his face.
He is out of prison because of a pardon by Trump.
In late 2020 and early 2021 both he and his brother worked on trying to overthrow our elected
President and install Trump as some kind of dictator.
BTW he was not fired because he lied to Mike Pence about Russia but because he was caught
trying to speak with the Russian ambassador Kislyak.

The top two officials at the Defense Intelligence Agency said Wednesday that they will retire from those positions in the coming months, part of a leadership shake-up at an agency that is under pressure to trim budgets and shift focus after more than a decade of war, current and former U.S. officials said.
Lt. Gen. Michael T. Flynn is expected to end his tenure as DIA director this summer, about a year before he was scheduled to depart, according to officials who said Flynn faced pressure from Director of National Intelligence James R. Clapper Jr. and others in recent months. His deputy, David Shedd, had been in his job since 2010. The moves come at a time when the DIA is in the midst of major changes, including an effort by senior Pentagon officials to expand the agencys network of spies overseas, improve collection on unfolding crises such as the one in Ukraine, and work more closely with the CIA.
The Pentagon press secretary, John Kirby, said that their retirements have been planned for some time and that Defense Secretary Chuck Hagel appreciates the service of these two dedicated and professional leaders. Kirby did not indicate when Flynn and Shedd would step down. Lt. Gen. Mary A. Legere, the Armys top intelligence officer, is considered a leading candidate to replace Flynn, and she would be the first female DIA director if nominated and confirmed.

Critics said that his management style could be chaotic and that the scope of his plans met resistance from both superiors and subordinates. At the same time, his tenure was marked by significant turbulence, including the fallout from the classified intelligence files leaked by former intelligence contractor Edward Snowden, as well as other emerging crises.

And with respect to the above, note the highlighted section about Snowden - who is still, as far as we know, still sitting in Russia.

According to all three former officials, Obama warned Trump against hiring Flynn. The Obama administration fired Flynn in 2014 from his position as head of the Defense Intelligence Agency, largely because of mismanagement and temperament issues.
Obamas warning pre-dated the concerns inside the government about Flynns contacts with the Russian ambassador, one of the officials said. Obama passed along a general caution that he believed Flynn was not suitable for such a high level post, the official added.
Two administration officials said Obama also warned Trump to stay vigilant on North Korea.
The revelations came on the same day that former acting Attorney General Sally Yates testified about the events that led to Flynn's eventual firing. Separately, two U.S. officials told NBC News that the Defense Intelligence Agency didn't know Flynn had been paid nearly $34,000 by a Russian state media outlet when it renewed his security clearance in April 2016.
