Biden announces new head of Secret Service

Source: POLITCO

President Joe Biden has appointed Kimberly Cheatle to be the next director of the Secret Service.

Biden on Wednesday called Cheatle “a distinguished law enforcement professional with exceptional leadership skills,” saying in a statement that she “was easily the best choice to lead the agency at a critical moment for the Secret Service.” In this new role, she will become the second woman to lead the Secret Service, after former President Barack Obama appointed Julia Pierson as the first in 2013.

Cheatle will be taking over at an agency facing a number of issues. On July 13, Congress was notified by Homeland Security’s inspector general that the Secret Service had lost texts related to the Jan. 6, 2021, attack on the Capitol while erasing employees’ phones as part of a new protocol. The House select committee investigating the attack then subpoenaed the agency for its records, concerned that federal records laws could have been violated if the messages weren’t preserved.

DHS Inspector General Joseph Cuffari seemed to push back against the increased scrutiny. POLITICO reported at the beginning of August that Cuffari wrote in a work email that “because of the U.S. Attorney General guidelines and quality standards, we cannot always publicly respond to untruths and false information about our work.” He continued: “I am so proud of the resilience I have witnessed in the face of this onslaught of meritless criticism.”

Shortly after, the chair of Jan. 6 committee, Rep. Bennie Thompson (D-Miss.), and Oversight chair Rep. Carolyn Maloney (D-N.Y.) sent a letter saying they had documents that “raise troubling new concerns that your office not only failed to notify Congress for more than a year that critical evidence in this investigation was missing, but your senior staff deliberately chose not to pursue that evidence and then appear to have taken steps to cover up these failures.”

DeJoy’s Continued Job Security Depends on Biden’s Next Move

Two more members of the Postal Service Board of Governors finish their terms in December. Biden could replace them with members willing to fire the postmaster general.

by David Dayen | August 17, 2022

Perhaps no question inspires more frustration, anger, and genuine disbelief within the Democratic base than “Why is Louis DeJoy still running the U.S. Postal Service?” Postmaster General DeJoy, the former logistics CEO who was appointed during the Trump presidency, has long been criticized for a series of actions that have both degraded the quality of the venerable institution and raised costs. Yet he continues to serve and implement his agenda during Joe Biden’s presidency. Rank-and-file Democrats cannot seem to fathom this.

It is technically true that the decision on whether DeJoy retains his position is not up to the president. The Postal Service Board of Governors, a nine-member collection of directors, is responsible for hiring and firing the postmaster general. Last year, the administration expressed “concerns about the postmaster general’s leadership” and “serious issues with the job he’s doing running the Postal Service,” just two of a host of comments from administration officials about DeJoy. But at that time, press secretary Jen Psaki insisted that “it’s up to the board to make a determination about leadership.”

That was a bit disingenuous. Presidents nominate and the Senate confirms the board members. So there’s only one degree of separation between Biden and the end of the DeJoy era at USPS. The current composition of the board, which includes holdovers from the Trump years, maintains majority support for DeJoy. However, the terms for two DeJoy allies expire in December, and if Biden were to install replacements in those seats who wanted to see DeJoy removed, they would have enough support to do so, according to close observers.

Last week, 83 public-interest groups wrote to the president to ask him to find board members “who will hold the current Postmaster General Louis DeJoy accountable for his destructive leadership and advocate strongly for the expansion of USPS services.” The coalition, known as Save the Post Office, has secured a meeting with the Biden administration to discuss the board situation, the Prospect has learned.

At the bottom of the Wiki article is a great chart that gives a visual AHA!

Basically, this board is limited by party affiliation and tRump had it stacked as high as possible in his favor before he left. Joe is making corrections as they become available.

EFFECTIVELY, President Biden changed the dynamic by getting rid of Ron Bloom and John Barger because that changes the Chairman to someone who while a Republican isn't a staunch supporter of DeJoy.

AND early 2021 he replaced 3 members, with one of those replacements being someone who USED to be the Deputy Postmaster General and can likely replace DeJoy.

SO with these NEXT two we will tip over from tRump appointees 4 / Post Master DeJoy

TO

Biden appointees 7 plus an Independent Deputy Postmaster General VS De Joy and 2 tRumpies.

https://en.wikipedia.org/wiki/Board_of_Governors_of_the_United_States_Postal_Service

Until 2007, each governor was appointed to a nine-year term or to the remainder of the unexpired term of a vacant seat. The terms of the nine appointed governors are staggered, commence after Senate confirmation and expire on December 8 of the year that the term would have ended had the terms been properly synchronized. The board can extend the term of a governor whose term is to expire by one year or until a successor has been confirmed, without Senate confirmation. Governors may be appointed for a second term, with Senate confirmation. No more than five of the nine governors may be of the same political party. The Postal Accountability and Enhancement Act, signed by President George W. Bush on December 20, 2006,[5] besides other things, changed the terms of governors appointed after that date from nine to seven years.

Members may serve for one year beyond the expiration of their term or until a successor is confirmed. President Joe Biden nominated former general counsel of the American Postal Workers Union Anton Hajjar and voting rights activist Amber McReynolds on February 25, 2021.[17] On March 15, 2021, the nomination of former Deputy Postmaster General Ron Stroman was sent to the Senate. President Biden nominated Stroman to the seat vacated by Ellen Williams.[18]

On May 12, 2021, Stroman was confirmed to a term as governor expiring December 8, 2021 in a 69–30 vote.[19] The Senate later confirmed a separate nomination for him to serve a term as governor expiring December 8, 2028.[20] The U.S. Senate invoked cloture for McReynolds May 12, 2021[21] and confirmed her on May 13, 2021.[22] Hajjar was confirmed on May 28, 2021.

On November 19, 2021, President Biden announced his intention to nominate Derek Kan and Dan Tangherlini to replace John M. Barger and Ron A. Bloom, respectively.[23] Both Bloom and Barger are key allies of Louis DeJoy and have terms that expired on Dec. 8, 2021. Bloom was replaced as chairman of the board by Roman Martinez IV on January 12, 2022. [24][25][15]

IT IS A CLOSE DEAL depending on how DeJoy and Tulino respond.

That these appointments SHOULD be the kind that are NOT political in terms of acting on behalf of the Post Office and maintaining some semblance of balance between DEM and Republican as well as the Independent presence.

But when the Post Master General wants to DESTROY it, the system wasn't designed to handle that properly.

Biden’s USPS Nominees Seem Fine With Letting DeJoy Wreck The Post Office

Vishal Shankar

Though President Biden signed the Postal Service Reform Act (PSRA) into law on April 6th, the chaos at USPS is far from over. Trump-appointed Postmaster General Louis DeJoy is pressing ahead with his widely-criticized 10-year agency plan to hike postage rates and lengthen delivery times, and is doubling down on a gas-guzzling anti-union contract for USPS’ next-generation fleet. To deflect from his disastrous leadership and new ethics scandals, DeJoy has even cited the passage of PSRA (which wiped clean nearly $57 billion in USPS’ financial liabilities by repealing a Bush-era mandate requiring the Postal Service to pay into future retiree health benefits) under his tenure as reason to continue serving as Postmaster General (it’s worth noting that, in exchange for DeJoy’s support for PSRA, Democrats and postal unions had to set aside calls to fire him and discard proposals to restrict his political activities).

As we’ve explained before on this blog, DeJoy remains in power because he retains the support of the USPS Board of Governors, who have the sole power to hire and fire him. The recent departures of termed-out board members Ron Bloom and John Barger have left the board with two vacancies, giving Biden a rare opportunity to flip control of the board.

Unfortunately, Biden appears to have squandered this opportunity. After wasting months of valuable Senate floor time, Biden announced last November that he would appoint former Trump official Derek Kan and former Obama official Dan Tangherlini to fill these two vacancies. Based on their professional backgrounds and testimony to the Senate last month, it is unlikely that either Kan or Tangherlini would push to fire DeJoy if confirmed to the board.

Derek Kan: McConnell Ally And Serial Corporate Revolver

Let’s start with the more troubling of the two nominees: Derek Kan. A former high-ranking Trump White House official, Kan immediately stands out as an odd pick by Biden – who pledged during the campaign to “stop Donald Trump from destroying the Postal Service.” His selection of Kan to replace Barger is a gift to Republicans amidst their quiet seizure of independent agencies and ongoing destruction of political norms. Biden would still have been within statutory USPS board partisan balance limits if he’d replaced both Bloom and Barger with Democrats. Worse yet is Kan’s record, which is laden with revolving-door corruption on behalf of America’s worst political actors and corporations.
