Report: Mumbai attacker executed

Mumbai, India (CNN) -- India on Wednesday executed Mohammed Ajmal Kasab, the last surviving gunman from the 2008 terrorist attacks in Mumbai, CNN-IBN reported, citing the home minister.
A Mumbai judge ruled in May 2010 that Kasab, a Pakistani, would be hanged. He was convicted of murder, conspiracy, and waging war on India.
India's Supreme Court in August rejected his plea that challenged his conviction and death sentence.
Kasab was one of 10 men who attacked buildings including the Taj Mahal Palace and Tower and Oberoi-Trident hotels, the city's historic Victoria Terminus train station, and the Jewish cultural center Chabad House in November 2008.

If a thief steals, have him make good and pay a fine to the person he stole from.
If there's no recompense possible, rehabilitate to prevent the criminal from repeating the crime. You have to weight likelihood of recidivism with severity of the crime. If the criminal is very likely to repeat the crime, or a low probability but the crime is heinous,
If the risk of recidivism after alleged rehabilitation is too great, remove the criminal from society for good. This can be the death sentence, if the evidence really is beyond any reasonable doubt; it can be life sentence if there's some doubt. (I'm redefining "reasonable doubt"--two witnesses are fine, provided they already knew the guy, have no reason to lie, and the time between event and testifying are short enough; and provided that the technology is fail-safed, DNA testing, video, etc. are also good.)
