Chinese State Firm Pleads Guilty In U.S. Over Pakistan Nuclear Exports

Source: Radio Free Europe/Radio Liberty

A Chinese state-owned company has pleaded guilty in the United States and been fined $3 million for conspiring to violate U.S. nuclear export restrictions on Pakistan.

The China Nuclear Industry Huaxing Construction company was charged with supplying U.S.-manufactured high-temperature coatings to a Pakistani nuclear power plant, using a distributor in China to evade U.S. regulations.

The firm pleaded guilty in federal court in Washington on December 3.

U.S. authorities have imposed a $2 million criminal fine on the company.

Chinese firm admits nuclear export violations

Tuesday, 04 December, 2012, 11:11am
Reuters in Washington

A nuclear engineering company with ties to the Chinese government pleaded guilty on Monday to charges of illegally exporting coatings that can withstand high temperatures to a power plant in Pakistan, the US Justice Department said.

China Nuclear Industry Huaxing Construction Co Ltd entered the guilty plea in US District Court for the District of Columbia, according to the department.

The company admitted to charges that it conspired to ship the high-performance coatings through China to Pakistan in 2006 and 2007. The shipments were made despite Washington’s denial of an application to export the coatings directly to Pakistan’s Chashma II nuclear power plant, according to papers filed in court ahead of the plea.

The United States has restricted nuclear-related exports to Pakistan since the country’s first successful detonation of a nuclear device in 1998.
