DHS Issues New Travel Rule for All Foreigners, Including Green Card Holders

Source: Newsweek

Oct 24, 2025 at 05:40 PM EDT

The United States is planning to photograph every non-citizen as they enter and leave the country, citing much-improved facial recognition technology.

According to a filing in the Federal Register on Friday, U.S. Customs and Border Protection (CBP) will expand on the photo and data gathering already in place at land, sea, and airport borders, in an effort to crack down on fraudulent travel documents and increase national security. The new rules would apply to all non-U.S. citizens, including immigrants living in the country and those with green cards.

Why It Matters

While the rule was first floated in 2021, the changes are part of a wider effort by the Trump administration to tighten border controls and prevent illegal immigration by using new technology. Some experts have raised concerns in recent months about the Department of Homeland Security (DHS) 's efforts to access more data, including from the IRS and the Social Security Administration.

What To Know

The new measures, set to take full effect on December 26, 2025, would allow U.S. border authorities to photograph non-citizens at any point of departure from the country. Other biometric data could also be collected.

about this caricature known as Dr. T on the DU. That's how I differentiate DU from social media. Unless you count my beer snobbery.

the anthem. A small brown-skinned person is a national threat to a country that spends trillions on military, spies, and law enforcement. It's a country of enslaved cowards.

I say that sarcastically.

The tourist industry is the 3rd largest employer in the United States. And statistics on tourism for the first half of 2025 are very bad.

Canadians have stopped visiting. They use to be our number one tourist. Mexican tourist have declined, they were our 2nd most frequent visitors. This will certainly not encourage tourism. Unless of course you want your picture to end up on an ICE detention list.

of American citizens in the process. They're doing everything possible to have an extensive database of all Americans and this tactic could add photos to that database.

but backed out when it wanted a recent photo uploaded to complete the process. We're becoming a country of nothing more than criminals masquerading as law enforcement. No one lives a completely spotless life; and everyone knows that anything you do can be turned on its head with the right word twisting.

about such societies and now we're seeing it in real life in our own country. The things a repressive government can do with personal information and face recognition go beyond even my imagination. As you say, no one's life is completely spotless and anything can be turned into a crime by a dishonest prosecutor.

I didn't realize that about Facebook requiring a recent photo. I opened an account many years ago and there was no such requirement then.

trumpy crap involved. Facebook still had problems back then even, but I rarely posted anything but my cats' pictures. Only after trump was installed as president did I begin to go even a little bit political... at times, tho, I went really political where women's rights, especially, were concerned. Knowing that nothing ever disappears from the Internet, I just let the account sit there now and do nothing more with it. I think in two years, I've posted maybe two pics and that's it. Started it to keep in contact with friends once I moved out of the city... now I see it as just too big a liability to keep up with it.

I'm there mainly for old friends and family, though I find most people I know hardly use Facebook these days. There are so many scams and fake photos/stories, it is not a very friendly place anymore. Of course, now I also don't trust Zuckerberg with any of my personal information and I avoid posting any personal or family photos.

We live in very strange and scary times.

I wonder if the EU will send out badly trained wannabe Nazis to abduct tourist off the streets and force us into foreign prisons like the US does?

And aside from locking the entire nation down for years, you also had to prove
covid vaccinations for entry.
