California Joins WHO-Coordinated Outbreak Response Network Following U.S. Exit

California is joining the World Health Organizations Global Outbreak Alert and Response Network (GOARN) less than 24 hours after the Trump administration declared the U.S. had completely withdrawn from the international health agency.
The move, announced by Gov. Gavin Newsoms office, follows a meeting between Newsom and WHO Director-General Dr. Tedros Adhanom Ghebreyesus at the Davos World Economic Forum in Switzerland.
GOARN brings together hundreds of national governments, public health institutions and response organizations across the globe. Its mission is to rapidly identify, address and respond to public health emergencies, particularly those with pandemic or cross-border potential.
Newsoms office claims that joining the international network will strengthen Californias public health preparedness and rapid response coordination, even as federal participation in global outbreak prevention eases. The Trump administrations withdrawal from WHO is a reckless decision that will hurt all Californians and Americans, Newsom said in a statement. California will not bear witness to the chaos this decision will bring.
