Senate Democrats and White House Reach Spending Deal
Source: The New York Times
Senate Democrats have struck a deal with Republicans and the White House to pass five spending bills to fund a large portion of the government for the remainder of the fiscal year, as well as a stopgap measure to fund the Department of Homeland Security for two weeks while they continue negotiating guardrails to rein in immigration agents.

(14,767 posts)Always.
To be fair, if they got positive things funded for a year, but only a stopgap on dhs, im willing to listen. If we can shut off ice funding in two weeks without a government shutdown, that looks like a win.
Granted id rather just win this with no drawbacks. I think we need to completely disband ice, and that failing to do so dooms our nation's future.
But if we can seperate this funding from a government shutdown, maybe we can get our senators to hold the line instead of weaseling out like last time. And we can be even more clear and united in understanding their cowardice if they fold

(7,463 posts)It was always broken up into 6 separate bills that were combined into the House spending bill. The Senate will pass parts of it (all five of the House passed but without DHS) and split DHS into this stopgap.
Yes, it will have to go back to the House since the Senate will only partially pass the House bill, so they'll need to be matched.

(7,463 posts)Is that the GOP really, really, really didn't want DHS split into a separate bill, and now the Dems have massive leverage on DHS bill to force changes, since there will be no downside in terms of forcing another shutdown. They also get a two week stopgap rather than a four week stopgap. The shorter stopgap means that the current political disgust with DHS informs the voting, while four weeks lets something else invade the news cycle.
Still, giving these fascisti money for even two weeks seems a fucking gut punch, especially for the brave people of Minneapolis out there at the barricades.

Senate Democrats just cut a deal with Republicans and the White House to ram through five massive spending bills funding a large swathe of the government for the rest of the fiscal year.

The New York Times reported Thursday that they're also slapping a two-week Band-Aid on Department of Homeland Security funding while they hammer out guardrails to rein in immigration agents amid nationwide backlash to killings at the hands of U.S. Immigration and Customs Enforcement.
Republicans had sought several weeks of DHS funding. Democrats dug in their heels for the short-term measure, the Times noted.
It's unclear whether the House will be able to move fast enough to process all the bills after the Senate passes them. The clock is ticking, with a government shutdown looming at midnight Friday.

Demcrats just got the White House to agree to give up ALL of their leverage. If we had shutdown, the thing they would have attacked Democrats with would have been the funding for these other items, just like in the fall. Now, they gave all of that up. We get to seperately pass funding bills while carving out DHS. This basically gurantees that they are going to have to make major concessions to get Democrats to budge on DHS funding in 2 weeks.
This is a major win.
You mean they might have attacked us?
Nothing was gained. Don't fool yourself.

(176,190 posts)The deal, if passed by Congress, extends funding for two weeks for the Department of Homeland Security that oversees the administration's immigration operations that have sparked so much controversy after the death of two U.S. citizens in Minnesota.

Senate Republican leaders were circulating the deal among senators, according to two sources familiar with the matter. It provides for the passage of five spending bills covering a full year, and temporarily funds the Department of Homeland Security for two weeks while lawmakers continue negotiating.
If agreed to, the Senate could approve the deal as early as Thursday night. But the compromise would still require passage by the House, meaning there could still be a shutdown, albeit of shorter length......
Schumer had urged Republicans to pass five of the six bills, while keeping negotiations going on policy changes at federal immigration agencies. Some Republicans, feeling pressure after federal officers shot and killed 37-year-old intensive care nurse Alex Pretti, said it would be a good idea to decouple Homeland Security talks from the rest of the funding package. In addition to DHS, the larger package supported the Departments of Defense, Health and Human Services, Labor, State, Transportation, Treasury and others.
Schumer and Democrats had demanded serious changes to how Immigration and Customs Enforcement conducts itself. ICE is part of DHS, along with the Customs and Border Protection agency. Agents from those entities were responsible for fatal shootings of Renee Good and Pretti, both American citizens, this month in Minnesota.
Thank you Senator Schumer

(11,834 posts)The Big Bullshit Bill fully funded them, and then some, through 2029. The money they are debating over is just extra on top of that.
Even if they refused to fund them at all for the next two years, it would have zero impact on their operations.
That is the real irony. This is, essentially, theater.
Boo1
(216 posts)It provided funding for the agency, yes, but it didn't fully fund them. That money is planned for lots of things, wall construction, facilities, equipment, etc. It's not nearly enough to fund their immigration agenda, much less all of DHS.

(11,834 posts)It's a big bucket of money that Mango Mussolini can just redirect and use any way he wants. I'm not the one saying they are fully funded through 2029, I heard that from a member of Congress.
Doesn't matter what is was earmarked for, he has been ignoring that kind of stuff from the beginning. Honestly, I'm surprised they even go to Congress about anything at this point.
Congress has absolutely zero power to stop him from doing anything he wants. Because, once you ask, "well, what if he doesn't do what the courts/Congress wants, what are they going to do about it?" The answer is nothing, as they have already proven to be true.
We are already in a dictatorship, they are just conditioning everyone to become numb to it all. We are already the frogs in the boiling water. We just haven't felt it yet

(3,523 posts)Democrats and White House reach a deal???
On September 30, 1938, British Prime Minister Neville Chamberlain received a warm welcome from a cheering crowd when he returned to London after negotiations in Munich with Adolf Hitler. Chamberlain had just left a summit where he and the prime minister of France, Edouard Daladier, agreed to Hitlers demands for Czechoslovakia to cede a portion of its territory known as the Sudetenland to Germany; in return, Hitler assured the Western Allies that he had no further territorial ambitions. Standing on the airport tarmac, the prime minister read from a statement he and the German Führer signed that morning, pledging that their new agreement was symbolic of the desire of our two peoples never to go to war with one another again.[1] Speaking later that day outside the Prime Ministers Office at 10 Downing Street, Chamberlain proclaimed, I believe it is peace for our time.

(10,453 posts)Avoiding another government shutdown is a good thing.
Separating the majority of govt from DHS is a really good thing. As ugly as ICE has been, some GOPers are feeling the heat, so there is an opportunity to force 1) no masks on ICE; 2) ICE wearing ID's; 3) all ICE wear body cams, at a minimum. It would be tough to achieve these ends if the gov't was shutdown.
Is it an ideal deal? Hell no. It seems like a pretty good deal to me though, considering the circumstances. It's a win.

(10,453 posts)...and as I understand this deal (which I admit is fragmentary), the rest of the government is funded for around one year, leaving only DHS unsettled. During this two-week period, I would expect the Dems to demand accountability and some changes to what CBP and ICE has been doing. This is the opportunity to do that. ICE behavior is outrageous and illegal, and I don't think the Dems will fold on this one. And some in the GOP aren't very happy either (finally!)

(3,262 posts)Over ICE's actions, especially after the recent murders. Letting ICE run rampant would just piss people off more, especially if they end up killing more people.
Though on the flip side, I can't help but be reminded of Covid. Republicans turned their nose at common sense safety measures at every chance, and the governmental leadership within Red states played very loose with isolation mandates. The only consolation that we could take from these stupid actions was that Republicans would end up devastating their voting base into the next election - Which didn't end up happening.
Well... Hopefully our base will be impressed with the work we've done to fight Trump and all the concessions we've forced out of him. And if not, hopefully our history of appeasing Trump will appeal to all those Republicans who totally hate Trump.
And, of course, this isn't considering what Trump will end up doing to fuck with the upcoming elections - He recently had Kash send his FBI pigs to have a party in Georgia. Honestly? I wouldn't be surprised if Trump thanks us for funding ICE by having them 'guard' voting sites. Illegal as hell, but Trump isn't going to care, Republicans won't care if it keeps them in power, and now that we've funded the government throughout the year? Bye bye leverage.

(8 posts)Never mind the bullshit folks, this is bad.
Rational, reasonable people can see this is not normal. Fascists can not be bargained with. They are bad faith negotiators. So are appeasers. And the appeasers that negotiate with American ideals, values, constitutional protections always loose because of what they are doing. Two people were murdered/executed and the democrats are negotiating guardrails to rein in immigration agents. Fuck that.
Someone needs to lead with the full force power of the Senate minority and send a very clear message that Fascism will not be tolerated in the United States of America. Shut the Government down until the midterm elections and let people know the Democratic party will not tolerate the insults to our unalienable rights given to us by or creator. The fight started a long time ago and Chuck Schumer just keeps giving up everyone's lunch money - and begging for more from us. American resistance needs to be something fierce. Give me liberty or give me death fierce. MAGA is stupid, crazy, unhinged and very dangerous. It will not be brought down with negotiation. Fascist violence is here and going to get worse.
Will someone check Chuck Schumer into assisted living and let him run the band camp in there. This is an utter joke. When do we stop handing the football off to the jackass we know is going to fumble the ball and blow a small lead in the 4th quarter. ICE just murdered two people with the assurance from Trump and Steven Miller that they are fully "immune from prosecution". and the Democratic Senate is going to make a deal to fund the government to rein in immigration agents. So when do we find out who the agents are who killed Alex Pretti. When do the masks come off the thugs reigning chaos into American cities? Is Chuck Schumer going to negotiate that without demand backed with power?
The two people murdered/executed are American heroes that should be immortalized forever as real patriots. Democrats need to quit the appeasement track and shut the government down until this is ended. My two German grandfathers fought the Nazis because they understood who and what they were fighting. Have no doubt, the fascist violence is going to increase. Making deals to keep the shit show running is not going to stop this. It will in fact make it worse and increases the chances of it turning into something worse.
Who thinks we would be seeing this if Chris Murphy, Amy Klobuchar, Mark Kelly for Senate minority leader?
