If people weren't negotiating with him he'd claim they did something nice and do it publicly. Usually the company he claimed did it wouldn't want to have the negative press of contradicting him so they would either do what he said or they would give him concessions. He's always thought that countries use the same logic as businesses and in some cases it works but most of the time it doesn't.
