Two members of the anti-government Sovereign Citizens movement have been arrested and charged after undercover officers unraveled their plan to kidnap and execute police.

The FBI calls Sovereign Citizens “a growing domestic threat to law enforcement” and “considers sovereign-citizen extremists as comprising a domestic terrorist movement.” Sovereign Citizens, the FBI said, believe that federal, state, and local governments operate illegally, and members have been known to not pay their taxes, create false license plates, driver’s licenses, and currency. Since 2000, lone-offender sovereign-citizen extremists have killed at least six law enforcement officers, the FBI said.
The Clark County District Attorney’s Office this afternoon charged Brutsche and Newman (David Allen Brutsche, 42, and Devon Campbell Newman, 67) with conspiracy to commit murder, conspiracy to commit kidnapping and attempted first-degree kidnapping with use of a deadly weapon.

Undercover Metro officers infiltrated the group and met with the suspects about 30 times since April, in the process learning of their detailed plans to "snatch and grab" random police officers, try them for treason in a “sovereign” court and execute them, according to arrest reports released Thursday. The undercover officers had posed as people interested in joining the Sovereign Citizens movement.

Cops Thwart 'Sovereign Citizen' Murder Plot

Two members of a domestic terror movement were arrested in Las Vegas on Thursday after a four-month sting operation revealed they were plotting to torture and kill police officers, authorities said.
A Las Vegas police SWAT team arrested roommates David Allen Brutsche, 42, and Devon Campbell Newman, 67, near the Vegas Strip and charged them with conspiracy to commit kidnapping and murder.
The two are reputed members of the Sovereign Citizen Movement, a loose-knit organization whose members believe they are not subject to the laws of the United States and which is considered a domestic terrorist group by the FBI.
Over the course of several months an undercover officer documented the pair's plans as they attended Sovereign Citizen meetings, bought weapons and turned an abandoned house into a virtual torture chamber, rigging the beams with ligatures to bind their captives.

Police in Vegas say plot to kill officers thwarted

LAS VEGAS (AP) — A couple spent hundreds of hours over four months plotting to abduct, torture and kill Las Vegas police officers as a way to attract attention to their anti-authority "sovereign citizens" movement, police said.
David Allen Brutsche and Devon Campbell Newman attended training sessions about sovereign citizen philosophy, shopped for guns, found a vacant house and rigged it to bind captives to cross beams during interrogation, and recorded videos to explain their actions and why officers had to die.
At every step, police said Thursday, an undercover officer was with them, documenting and recording the alleged plot.
Newman, 67, of Las Vegas was a bit nervous, according to a police report. She asked at one meeting to unplug the television because she thought authorities could use it to listen to their conversations.
Brutsche 42, an ex-con child sex offender from California, practiced stalking Newman, posing as a police officer and putting a gun to her head to take her into custody, the report said.
