U.S. House passes bill to reopen government, increase debt limit

WASHINGTON (Reuters) - The U.S. House of Representatives late on Wednesday passed legislation to avoid a damaging default on government debt and to reopen federal agencies shuttered when funding ran out on October 1.
The House vote came hours after the Senate overwhelmingly approved the bill. President Barack Obama earlier on Wednesday said he will promptly sign the bill into law.

(8,377 posts)In reality, we got the government opened back up, but it never should have been closed.
We prevented a band of 30 neo-confederates from stealing from America the ACA which was settled law that never should have been in doubt in the first place.
We got a CR, but at the austerity "sequester" levels.
We avoided a precipitous downgrade in our national credit rating, but that never should have been in question.
And we got the Republicans finally to agree to budget negotiations that they have avoided for 6 months, which never should have been an issue.
I salute the President and all national Democrats for having the guts to face up to the bullies / hostage-takers. But before we get too cocky, let's understand we didn't "win" anything. It is quite an Alice in Wonderland world where simply restoring status quo is seen as a huge one-sided victory.
Don't get me wrong. This had to be done. The line had to be drawn right here. The President did what had to be done, and none of his opponents (and few of his supporters) thought he would do it. I don't mind saying I was wrong on this one.
If there is a "victory" it will be seen as the diminished power of the neo-confederates, and the reduced likelihood of their using hostage tactics the next time out. And that is the significance of that one-word answer.

Just surreal that a real and meaningful victory is staving off complete disaster and republican lunacy when the democratic party has the White House and Senate.
This year SHOULD have been about doing immigration reform.
NOTHING affirmative has been done, just a never ending battle to fight off their extremism.

Think about it. This year, the "affirmative" changes have been grotesque cuts to social programs under the sequester program, further cuts to food stamps, loads of abortion restrictions at the state level, little progress filling the critical judicial openings.
And that is after a landslide victory for the WH, holding the Senate which no pundits every said was possible 4 months earlier, and getting 1.5 million more votes in House races. This was one of the clearest election wins in modern history, yet we find that "victory" is defined as just slowing down the death star a little bit.
People will call me "Debbie Downer", but that's just the way it is.
The only consolation here is that history tells us that politics tends to run in pendulum swings, and we can hope that last night was the end of the radical right swing of the pendulum, and that the energy has started moving in our direction for a change.

He did the right thing taking on health care, and they also did get some other meaningful gains in his first two years.
But, they made getting health care reform, a reform that ended up being what republican's have proposed historically, a complete and total death match. And, the used it to get a massive congressional win in year three, and it has been at a complete standstill since.
It just seems that SOMEHOW despite losing ground more often than not in the last 7 years, they have gotten meaner, more radicalized and even more cut throat at both the federal and state level.
This country is simply too apathetic and too vulnerable to their bullshit. With the media doing their bidding, people will time after time after time find reason to buy what they sell.
I just don't see it improving.

Yes, he was the definition of "instant capitulation" or worse yet "pre-capitulation" in every one of his confrontations until this one. But we saw virtually no willingness among Dem Representatives to stand up and be counted on Democratic values. Almost none of them were willing to even associate themselves with the Affordable Care Act in the 2012 election cycle, and we paid the price.
Now all they want to do is whine about Gerrymandering. Well yes, that is a factor -- and the direct result of Democrats not standing for anything recognizable in the 2010 election cycle, when we lost control of so many state-level offices and legislatures. That's what enabled the Gerrymandering after all.
Obama can't do everything. Polls show that the public STRONGLY favors the progressive positions on almost every issue, yet we can't get candidates that will actually stand up for those positions.
So I am a little bit encouraged by the surprising showing of backbone by Senate and House Dems the past 2 weeks. We can build on that. But anybody who is out celebrating at this point is a fool. We have serious problems and last night was just a brief moment of suspension from the ceaseless onslaught by the ultra right-wing forces.

(14,566 posts)I support the ACA, but do so by being very upfront that it is half step in the right direction, and that we fell well short of the more common sense, simple and cost effective single payer system.
Even talking to hard line Rs, they hear it.
Just be upfront, don't be afraid to say what is the best, most common sense approach and don't back down from it.

This is great news - mostly because it would not end in a nuclear meltdown, economical Wise for the US, and for the world at large.. I have in the weeks following this meltdown in the Congress, been reading up on the 1930s - and it is not a easy read, as many had horrible times making ends meet both in the US, and in Europe.. I have also had grandparents - and many other familiymembers who lived true the 1930s here in Norway - and the little they was talking about that time in their life, was a hard life, and in some cases even on the brink of starving as money often was a issue - specially on my real fathers side it was often very, very hard to get food on the table - even as my grandfather was doing his best to get food on the table by doing all type of odd jobs... And it was not easy, as my grandmother was not to healthy - later in life she would have great health problems, because of cancer - she died in 1967, a decade before I was born.. And my grandfather never remarried so I think they was in great love all their life..
And it is also some great news for myself - as I am living on disability, because of some health issues, and I know enough about the 1930s to understand that if that something like this would devastate the little I have - because some of the first that would have been cut, is disability - and it is not easy as it is, living on disability as everything cost enough in Norway - and the disability are less than a decent salary working 8 hours a day..
But, even as this deal might pass the Congress - and would end the in pass - the damage to the US economy is already been doing - and it would take years to recoup what have happened just this 14 days.. And the trust the world have had in the US, when it come to obligations to keep their word when it come to paying its debt, is without doubt larger than it have ever been.. I would not be surprised if IMF would cut the AA+ US currently have - to at least A in the next year or so - as US have to make sure the trust they once had - as the most solid economy in the world will come back...
The Republicans have really, really managed to destroy many things in the US by acting like children - or maybe even worse than most children do.. And the american public should remember this, when they go to their election next year - if they choose the same people who almost put US on defult... Then I do believe insanity have taken over.. Even the lie machine of the GOP should be able to make thinking americans do the same mistake again and again..

(750 posts)If you all really think in depth the whole scene was theater, GOP and Democratic aggrandized theater. The political opera of tragedy yet did not have to happen. Think about this, all these Congress, Senate people know how much of the budget is being spent.
They know how the president is spending the money, the Mainstream Journalist know how the money will be spent too. The budget was already on the way to be spent. They all knew after a certain time when the budget ceiling was approaching.
All that is needed is to declare by we the people;
Whereas we the people do here by insist a budget ceiling is voted upon in the same time as all appropriations are made to the bill to be signed off by the president. Otherwise it should balance out. It is sickening nonsense to watch this debate play out that ultimately stresses out the American public, however someone did profiteer from this excitement just who is the question.
From my view this whole scene is nothing more than a ploy to flush out the Republican dolts, especially those that parade around as Democratic political cross overs, those Republicans that changed to be a Democratic person. There are plenty that are huge hypocrites. Ted Cruz is a weirdo of the first kind and I agree with ED; Ted Cruz needs to be on stage the hero of the Republican opera. But who is the fathom of the Opera? I say its McCain and he secretly loved Sarah.
