Plaza pamphlet suggests shoppers consider not giving to panhandlers

KANSAS CITY, MO (KCTV) -
If someone is found giving out their spare change at the Country Club Plaza, they may receive a flier of a guide to handling panhandlers that suggests their money could be doing more harm than good.

"When I give I don't expect anything in return," said Hope Walsh while shopping at the Plaza.

The pamphlet guidelines are from Highwoods Properties, the Plaza's property manager.

"I feel like they are imposing on my rights. You can't dictate to us," Walsh said.

Take them somewhere out of sight, out of the city. They should be kept in camps behind fences. You know.................

They have government signs posted saying don't give to panhandlers, give to food bank programs and other charities instead. They want to discourage panhandling in areas where we want tourists and visitors I suppose.

on the subways against giving to panhandlers, stating panhandling is "illegal and we ask you not to give. Please help us keep an orderly subway" I say fk orderliness.

Telling them I thought it over and decided from now on I'm coming there just to give the panhandlers, and will do my shopping elsewhere.

It's called the law of unintended consequences, and it's a law I respect.
