Well, at least according to Christopher Caldwell, Senior Editor of the Weekly Standard, which as you may remember is Bill Kristol's rag. Caldwell is credited with that statement in the Federalist,

I post these references by way of illustrating how the right wing noise machine continues to feed the narrative into the right wing minds of Trump's acolytes and groupies, that Putin is now somehow the good guy. Orwell described this brainwashing perfectly. So did Eric Hofer in The True Believer, but that's a subject for another post.
