Who keeps hiring these administration staffers Trump thinks are so terrible?

For all of the valid criticism President Trump has faced during his time in office, his ability to be effective is constrained by one recurring problem.
Someone keeps hiring staffers who Trump thinks are terrible.
The most recent example is his former national security adviser John Bolton. This week, Trump has for some reason been explicit in revealing how unfit he believed Bolton to be for his position and how perilous his tenure within the administration was.
Bolton, Trump tweeted Thursday morning, is a “wacko” who had irritated North Korean leader Kim Jong Un.
“I asked him, 'what the hell were you thinking?,'" Trump claims. “He had no answer and just apologized. That was early on, I should have fired him right then & there!"
If only he could have! But Bolton came to the White House through some unclear process, even despite the concerns Trump now insists he had.

It's obviously Obama, Biden, Clinton, Pelosi, Schiff, Nadler, or some other Democrat who's finding ways to get these terrible administration staffers hired....
