(24,455 posts)the timing and the secrecy of this contract makes me wonder what the "official" vs "unofficial reasoning was to do this.

(15,325 posts)The program had drawn scrutiny because of its unusual timing, starting amid a politically charged changeover of federal power, and because of its enormous scale.
At its peak, the company, Global Resource Systems, controlled almost 6 percent of a section of the Internet called IPv4.
The IP addresses had been under Pentagon control for decades but left unused, despite being potentially worth billions of dollars on the open market.

(3,626 posts)The idea was probably for TFG's buds to monetize the billions of dollars worth of IP4 addresses they controlled, except they found out that while they may have controlled the hosting they didn't have the ability to lease them out to potential end users. Subsequent months have probably been a tug of war between DoD and this contractor over who can do what and in the end they probably capitulated and returned control to DoD because they realized they couldn't complete the last step to make money off the deal.

Snip < "In April, Madory, a former Air Force officer, had come to believe the program was intended to collect intelligence. By announcing control of such a large section of the Internet especially one the Pentagon had left mothballed for years it likely was possible to reroute information flowing across the Internet to military networks for examination and analysis."
