This underestimation has been seen with Bill, Obama, and now Joe. These guys are experts in everything political and have years of experience at different levels of government, and they embrace their wonkiness. Republicans elect idiots that might win popularity contests as long as you're not around them for too long (which is why Newt could never be president), and the latest crop of republican congress critters have no higher aspiration than trying to pwn democrats. They have no plans for the things they run on, and they believe their own hype about Biden being a doddering old man instead of a guy with decades of experience so they're constantly getting outplayed.
