6:34PM EST October 1. 2012 - WASHINGTON — Civil rights activists are hoping to find thousands of felons across Florida who are eligible to vote but probably don't know it.

Their effort is another flashpoint in the national battle over access to the ballot box this year.

Civil rights groups say changes in election procedures in Florida and other states -- including tougher voter ID laws -- are designed to suppress the minority vote. Supporters of the laws say they're necessary to prevent voter fraud.

The Florida Rights Restoration project has identified more than 13,000 felons who have completed their sentences and had their voting rights automatically restored. State officials have written to the felons informing them of their status, but the letters were returned as undeliverable.
