UCs used to cost next to nothing in the 1960s. In fact, they were prohibited from charging "tuition." Then, the Republicans/Reagan took over and started the cost spiral. They got around the tuition thing by calling them "registration fees." Now, they don't even try to hide what they are doing.

State schools in CA were supposed to provide free or inexpensive college education for the working class locals. It worked spectacularly well in spurring inovation and our standard of living; it is what made CA the "Golden State." Reagan as governor started the long decline into the hell that is college costs today.
