Spending bills must all pass the House first, but they still have to pass the Senate and the President has to sign them into law. I believe a budget cut would have to follow the same process.

It's important that Lawrence keeps reporting on the Republicans proposal of cutting IRS Budget which does not even make sense. Financial Pulitzer Prize Tax expert David Cay Johnson analysis was spot on. Why cut its budget when The IRS is the biggest Government source of revenue???
