The Federal Government is paying 100% of that bill for the first few years and then continues to pay 90%. The states that don't do expansion will be losing all of that money, their working poor will suffer as compared to their Blue state neighbors and their hospital systems will have to continue to pick up the tab for the uninsured. They will lose lots of votes.
These idiots know what is coming...that is why they are going nuts trying to delay the ACA now.
