At the four second mark you hear a loud pneumatic sound, I'll bet they were down and sprung up just as the car got there.

The cop is reportedly ok. He was very lucky actually. I used some of these on an entry gate for a military base once. The barriers are rated by how far a truck can travel beyond the barrier, after hitting it....and some of the barriers are 0'-6', if I recall. This means that a truck gets stopped dead in its tracks. The sales man showed us some tested videos which showed just that.
If the police car had arrived at the barrier 2 seconds later, if would have been a tremendous collision with an impenetrable wall.
