(50,566 posts)They're not "residents" or "citizens" of a taxing jurisdiction, but rather "free inhabitants" - a phrase you'll find in the Articles of Confederation. They don't seem to notice a "free inhabitant" is someone who's neither a slave nor a prisoner, nor do they seem to notice the Articles have been superseded by the Constitution.

At least I once ran into some tax protestor types here with that as their mailing address.
They were filing (federal law-created) bankruptcy.
