As soon as California voters approved the lottery, George Deukmejian, then governor of the state and an dedicated foe of public education and the teachers' union, simply started cutting the state's education budget by the expected amount education would receive from Lotto. At best, it was designed to be a wash for education funding and the actual result was to put education back.
