"House Oversight Committee Chairman Darrell Issa (R-CA) released a report Tuesday that faulted the IRS for improperly targeting conservative groups applying for tax-exempt status between 2010 and 2012, but found an absence of evidence linking the actions to the Obama administration which it is not taking as evidence of absence.
The report, the culmination of a review of more than 1 million documents and 52 witness interviews, also faulted the agency and the White House for refusing to fully comply with the investigation.
Issas report highlighted eight people it said had knowledge of the improper scrutiny and failed to curtail it, including Lois Lerner, who locked horns with Issa throughout the entire inquiry. Each of these leaders could have and should have done more to prevent the IRSs targeting of conservative tax-exempt applicants, the report read, per the Associated Press."

I dont have the time right now but if you do the research you will find that almost all con groups would be disqualified if the IRS enforced the law properly instead of just investigating then doing nothing
