It's when the lack of sunlight has hit it's peak and the new day's sunlight hasn't had an effect yet.

On a macro scale the shortest day of the year is in December but the COLDEST day of the year can be months later even though the days are getting longer. The reverse holds true in summer. The longest day of the year is in June but the HOTTEST are months later even though the days are getting shorter.
