I watch these speeches from the well of the Senate, and I don't care WHO the speaker is, it appears as though NOBODY besides the speaker is ever present. Nothing but empty seats everywhere. Shouldn't attendance be mandatory when another colleague is speaking? I mean, it's their frickin' job; what do we pay them for?

Sure - all that's said by whoever has the floor is a matter of record. But you know damned well that the folks who AREN'T there are likely NEVER gonna read or watch what was said. They're too busy courting their big donor clients than to waste that valuable time listening to proposals they're not inclined to go along with anyways.
The two houses of congress are virtually USELESS to the vast majority of voters who seat them.
