someone right clicked on an advanced copy of the bill, in a MS Word document. THen the scramble was on, with the Chemical author saying THEY didn't write it, the DEM who had the copy saying CHemical did not write it BUT must have added something to cause them to BECOME the author.

MS Word to my knowledge takes the 1st creation as the author of the document.
