A Shared Sacrifice law. Anyone involved in the manufacture of any military equipment must do so at zero profit. All monies must be accounted for: either for the employees' salaries, or the cost of manufacture. And all entities along the supply chain: building owners, raw materials excavators, transporters, utilities, janitorial staff, cafeteria staff, baby sitters for employees of defense contractors, all employees of restaurants that defense contractors patronize... must provide their share at wholesale cost and net zero profit.

You will then witness the fastest fleeing from the defense industry ever.

There'd be close to zero support for such a law in Congress. They're not about to cut off their own noses to spite their faces, not while there's money to be made.
