for me! This could be Trump who offers subtle and not so subtle inferences. OR, this could be Trump, the idiot with run away mouth syndrome. But because the way the words were chosen, I'm thinking this is the Trump who knows how to use the dog whistle. It may have been his intention but it was obscure, poorly done.
