in Southern California wealthier homeowners have the option of buying wildfire protection from private companies. In recent fires it was not uncommon to see one house being saved by private firefighters while a neighbor's burned to the ground.

If left unchecked, I expect we'll see more privatization of police forces, roadways (toll roads) and sewer systems.

Article I:3 of the agreement states:

"For the purposes of this Agreement…

(b) 'services' includes any service in any sector except services supplied in the exercise of governmental authority;

(c) 'a service supplied in the exercise of governmental authority' means any service which is supplied neither on a commercial basis, nor in competition with one or more service suppliers."
